I recently moved in to a flat which is a private rental and managed by lettings agency (HC).

 

My washing machine (purchased brand new and attempted to install by myself) can't be used because the stopcock for the water inlet pipe can't be located.

Also, the cupboard next to washing machine needs a bigger hole to let the plug through. 

 

Requested lettings agency to fix these and reported as a maintenance issue. They're refusing to do anything because the flat came WITHOUT the washing machine. 

 

If this doesn't get resolved, do I have grounds to end tenancy (12 month tenancy started Dec 2021)?

Have you asked the HA where the stopcock is located ? Does the cold water pipe not have it own stop valve (Blue switch) ? Seems a bit trivial to end a tenancy for the sake of a simple fix which Im sure you could manage or ask a friend ?

Have you checked the bathroom. near the toilet, and under the kitchen sink for the tap?

 

If the hole is too small for the plug, then get their permission to make it larger, if they're childish and won't allow you to do this yourself then that's grounds for a complaint.
