Any age? Ginger beer is non alcoholic in most cases.

In the Uk 1% ABV would be classed as 'low alcohol'. To be 'alcohol free' the ABV would be a maximum of 0.05%.

 

For the OP, the Licensing Act 2003 Pt9 (191) is the bit you're looking for. It states the act does not include "alcohol which is of a strength not exceeding 0.5% at the time of the sale or supply in question"

They can buy the more usual commercial ginger beers, which are not brewed (fermented), but carbonated with pressurized carbon dioxide.

 

There are brewed (ie alcoholic) ginger beers, Crabbes and Stones both make versions, which can only be bought by over 18's
