Non-alcoholic beer is a misnomer, since they nearly all contain some alcohol

 

Breweries are allowed to use the term "alcohol free" when the alcohol content is less than 1% abv. However licencing laws prohibit the sale of all alcoholic beverages (regardless of alcohol content) to persons under the age of 18.

In the Uk 1% ABV would be classed as 'low alcohol'. To be 'alcohol free' the ABV would be a maximum of 0.05%.

 

For the OP, the Licensing Act 2003 Pt9 (191) is the bit you're looking for. It states the act does not include "alcohol which is of a strength not exceeding 0.5% at the time of the sale or supply in question"
