Someone with "learning difficulties" receiving D.L.A even though this person is fully able bodied and can do things for them self, has no mobility impairment whatsoever and has even held position of company director with a firm that assists people with "learning difficulties" sounds fishy to me

If you really believe someone is claiming benefits to which they are not entitled, then you can report them to DWP.

I would urge you to be absolutely sure before you do that though - having been the victim of malicious reports, I can say that it's horrendously stressful to be wrongly accused.

They probably have issues you don't know about.

I've been a victim of a malicious report and it was horrible. :(

Please ensure you get your story straight before reporting them. You've not seen what's written on the form and you're unlikely to really know why they claim.
