Depends what you mean by 'still'. The major change to their T&Cs all PayPal users got made it clear the company was no longer going to be registered as a UK company and would be a Luxembourg company from whatever date they stated. Customers could then choose to continue under the new terms (do nothing) or advise termination of their account. There's every possibility any Reference to a UK registered office will be before the change, making service on that old address a waste of money.

Just to chip in, I think a lot of the fraud is also from hacked paypal accounts, in which case it can be a lot longer before the transaction is reversed. Someone may notice within a few days if his credit card has been stolen, but it might not be until the end of the month (when his credit card bill/bank statement arrives) that he realises paypal have taken money from his account (to fund a transaction made on paypal by a cracker)
