I very rarely make judgemental posts on this forum – but I have to say that children who have found themselves in a position where they have needed foster care, need  particular integration and folding into a family unit.
The idea of lodging them in an outhouse in the garden – however well-equipped it might be – is repugnant to me – and I hope it is equally repugnant to the council and social workers who might consider your application.

What is "allowed", and what is morally justifiable, and what is repugnant – are completely different things.

I'm afraid that what you have said doesn't change my view in the slightest.
