It is far from irrelevant. It is very relevant, it's just that you do not understand its relevance, hence you not knowing why I keep asking.

Most of us have understood this for many years.

 

This is irrelevant because we are discussing the bailiffs right to reclaim the money when he visits and if not paying is avoidance. Not what happens if the debt goes back sometime after this event.

 

In answer to the latter, the debt has been due since the day the first notice was issued to the debtor by the authority, and will be due until it is paid.

If the bailiff calls it will be due at that time, none payment via avoiding him will be debt avoidance.

Guidance has no legal power CD. It is not enacted ?

No they work under the power of an enactment, for instance the fee regulations work under the power conferred by section 62 schedule 12 tribunals and courts and enforcementt act.

 

They do however still have to be approved by both houses(lords and commons) before they can be brought into use.
