I cannot see the rip off either its clearly marked you are not exactly going to be going that fast either, the only confusion I can see would be the interpretation of 'or for access'. The vast majority of people that get these sort of tickets do so because they are unaware they would be caught because traditionally it was a Police ticket offence and they generally didn't bother doing much about it. There is a 'no entry' near me that is impossible to miss as it is a 7ft width restriction and has a speed table on it so people have to squeeze through at 10 mph past two huge red no entry signs. The reason they do it is to miss out a mile journey through traffic and because they think they will not get caught anyone claiming they didn't see the signs should seriously not be on the road.

I do not have exact figures but adjudicators rule on facts and the law not mitigation and if the tickets not displayed its not displayed they cannot change the facts of the case. Most people just cannot be bothered and do not understand the system which is why they pay the discount and in many cases its cheaper than the man hours wasted appealing.

Most Councils just reject informal reps as a matter of routine and hope you pay, its the formal one that is actually seriously considered. Each Council has their own policy on discretion and as you obviously had a ticket to cover the period parked they showed compassion and let you off. But as Jamberson pointed out if it went to the next stage its black or white its either displayed or not and 99% of times adjudicators would not have cancelled.

He wasn't even in a car park and I doubt many traffic wardens carry stopwatches so the only thing that's 'clear' here is that have nothing constructive to add!! -
Just goes to show really how the new rules where not really thought out and just a stupid waste of Parliament time just to win a few votes. All it has really done is slightly reduced the cost of parking as you now get 10 mins free but I know of at least a couple of Councils who are already increasing tariffs to allow for the loss of income. The OP has done as many will do and just added the free grace period onto the parking time and got caught out exactly as he would have it it didn't exist!

Even in the CEO started issuing the PCN the second you got out the car which is highly unlikely you are talking about 3 minutes to walk 50m and buy a ticket which is not likely to win at adjudication. -

It didn't take 2 minutes, the PCN was issued 2 minutes AFTER you purchased your ticket not after you parked so unless you parked next to the machine you would have to add on the time it took you to buy the ticket -
Skerne road and Sury Basin are non residential roads which is why they are not permit areas however being 100m from Kingston town centre all the surrounding streets are permit controlled being sandwiched between Canbury and the Town Centre zones! There are no red routes in Kingston town centre or Skerne road so where you get the idea there are 'no stopping' streets escapes me!? Skerne road is double yellows and BB holders can and do park there on a regular basis. John Lewis and Bentalls have a car park right next door you can even use a walkway bridge to cross into the store so you really are out of touch! I really fail to see your point most of the flats which cost in excess of £1 million have secure underground parking and a concierge service. The road is a public highway not a public car park if you think the Council are going to put free bays in when 50m away is an on street p&d and a public car park you are seriously deluded.

What area do the yellow lines in front and behind car restrict then? The centre of the carriageway would be a line drawn through the centre of the car so its on both lines front and rear.

You are still clearly parked on not one but two yellow lines! If you stand on the kerb and look at your car is there or is there not a yellow line between you and the car?

It may be clear from an aerial view but the right hand side has clearly been worn away and is non existent, since a box needs no traffic order its purely a contravention of a traffic sign it would follow that the sign would need to be complete and in good repair. -

Exactly, I never understand the allegations of 'money grabbing' Councils ripping people off. They are a non profit making organisation all the money they receive is ploughed back into the local community. Sometimes they may make some odd choices when spending the money but far less worrying to me than charities employing fund raisers on 6 figure salaries. Free bays are also included in the scheme which is a complete nonsense if a bay is 20 mins free that's what you should get, if you give 10 mins grace it becomes 30 mins free which is not what it says on the sign. So mr Pickles thinks somehow adding ten minutes to every free bay is going to help drivers, all that will happen is drivers will just add on the ten minutes and still get caught out. Councils on the other hand who are trying to manage parking schemes and actually wish to restrict free parking to allow for picking up passengers at stations, popping in convenience stores etc will have to change all the traffic orders and signs to reduce the signed allowance by 10 minutes to allow for the 10 free extra overstay. -

It will also put up the cost of parking for 'honest' drivers as the 10 mins free will have to be budgeted for. If its now 60p an hour for every hour the Council gets 60p, with the new system you only need to pay 50p for 50 mins and get 10 mins free giving you an hour for 50p. The Council would therefore need to make parking 70p an hour to get the same income, obviously you could gamble and pay less and hope you didn't miss the 10 min cut off. -
So people are buying flats with no parking then want to complain, there is no parking? The entire area is controlled permit parking so even if the lines got removed they would be replaced with permit bays, as for shoppers being forced to use the car park in Skerne road that's a ridiculous statement as there are numerous council car parks nearer the shops and on street parking in the town centre.
