Sadly the propaganda machine at work, creating a big gap in the public consciousness between a 'scrounger' and a 'striver', meaning that going after a benefit cheat who steals hundreds is more of a vote winner than going after a tax cheat who steals millions.

 

 

(Also their friends get cranky when they're prosecuted and stop contributing to the Tory party)
