I have a son who is permenantley in a wheelchair and recieves the higher rate DLA. He is attending a residential college and as such the authoroties have stated that he is not entitled to the carers allowance while he attends the residential college. Is this correct?

Do you mean DLA care component or carers allowance, paid to someone for looking after a disabled person? If it's the former - there's something about how if your care is paid for by the local authority / you're not self-funding, your DLA care gets taken away from you.
