colleague at work was picking up a fridge freezer from a charity shop.The restrictions are that loading is not allowed between 10.00 ans 04.00.She went into the charity shop and paid for the item.The till receipt showed her transaction time as 10.04.A C.E.O ticketed her car at 10.01.Surely as she was in the controlled parking area before 10.00 then she can't be ticketed.Further more, does not the C.E.O. have to observe her vehicle for so long before ticketing it?

unfortunately if the restriction started at 10am then the car needed to be out of the street by that time.

Sorry to say that in a street where there is a loading restriction, no observation needs to be carried out for a CEO to issue a PCN, now as there was a timed loading restriction, how far away was the time plate from the car and what where/are the conditions of the lines.

 

if they are poor or there is 2 kerb blips and not one then there is a chance might be able to appeal.
