you should always close a PC running windows down by clicking the white widows icon bottom left 

then power icon

then shutdown icon.

sounds like you've simply lost either your screen settings under display settings in windows 

or your external monitor is in the wrong mode.

 

has the monitor got an auto settings option in its menu via its buttons ?

try that 1st

you can't access the monitor setting with it turned off not receiving a signal from the PC.

turn everything on and get windows logged in. then try the monitor buttons find the auto setting mode.

what the monitors model number? 

 

the buttons to do that are on the monitor itself around the edge or at the back of it...NOT under any windows settings on the PC

 

try holding the power button down on your PC tower until your PC dies .

 

then restart again.

you need to insure the monitor is on auto mode

read its book

or get it online.

 

did you hard reset your pc as i advised by holding its power button down till it dies?

right all the way back to what i said earlier.

 

its done under the buttons of the monitor itself you found

 

i've attached the manual below

 

go into the menu and hit auto first - try that

 

if not  - you need to goto page 15

and using the buttons move the picture to the right as it instructs.

 

you've simply just lost its setting of position somehow.

also as a side issue.

 

make an additional account on windows, say call it admin, and use that one to install everything and to administer your new pc.

 

make the account you are going to use everyday on the internet etc etc an account WITHOUT administrator privileges .

9/10 the Install error - 0x80070002

is simply the update download failed.

could be down to numerous reason. doggy wireless link anything.

 

hit the windows logo very bottom left in your toolbar ONCE

type update

run windows update again.

hold down the windows key and hit x

select device manager

you'll get a window called device manager

below that a menu File - Action - View - help

below that some icons

below that will be a down arrow with the name of your PC beside it to the right

click on that name it will go blue

hit action

hit scan for hardware changes

close device manager

when thats done

once click the white windows key bottom left of the very bottom task bar it goes blue

type update

run the app

hit check for updates.

if you see new version 22H2

run that.

ok lets rephrase that 

when you hold your mouse pointer over the white 4 flag windows icon bottom left on the bottom task bar it turn blue and strart pops up. when it does hit the left mouse button and type update.hit return key.

you dont really need to do stu's bit.

 

you can do this in one go by following my method.

 

but you dont use the keyboard windows logo key

but the one on the bottom left of the screen

hold on it it will pop up start

left click on it 

type update.

 

then follow the rest of my instruction.
