I think there are probably quite a lot of old signs still around, either to deter people who are still ignorant of the law on clamping, or because they just haven't bothered or thought to change the signs.

Indeed, but this was a printed out flyer stuck on a windscreen...

 

I would guess it was the office manager or member of staff doing it off there own back, as I don't see who would have advised them that

' active clamping ' was starting !

Indeed. As you said in your first post, some people are very ill-informed.

It may be deliberate, most people dont know clamping is outlawed and they certainly cant tell the difference between a fine and contractual charge, dca or bailiff etc. the alternative is that some years ago a committe spent hours sweating over what to say and do and they havent made a new decision since, despite having more meeting to discuss what to do next.
