hello. ive just received a letter from the legal team from the csa . saying that i cannot take them to court as there is no duty of care

to avoid economic loss and they have stated a case from rowley vs secetary of state 2007.

i am owed 2.300 in arrears from 2012 and have tried several times to get my money now this letter is threatning me with substantial court costs if i continue to take them to court over this matter can any one help. im a carer on benefits .
