Asking on behalf of a friend, he works four days per week, monday to thursday. Can his employer change this as a one-off to tuesday to friday, to avoid a bank holiday (so he still works four days instead of three)? If so, how much notice do they have to give?

A lot depends on his contract.

If the employer is closed on the Bh and employee contracted to x hours per week then yes

Also how does contract deal with BH working

How long has he been employed there

Does the contract have a clause "Work additional hours as needed by the business" or something like it?

Agree, is he employed for x hours per week or for say 9-6 on specified days. If the latter then no change without agreement. However, the terms of employment may state that pay is for hours worked and so he wont get paid for the day off anyway. Need to look into it more.
