CEL under a new name???

Hi

I was on a short while ago about a PCN picked up in Whitby and 'enforced' by CEL. The last letter said it was being passed from DR+ back to CEL with advice to commence court proceedings. Just had letter today on CEL headed saying part of debt has been assigned to Debt Enforcement and Action Limited in Baker Street, London (£113.75). CEL "will no longer be involved in this part of the debt and payments must be made to DEAL" (?) "The balance of £16.25 has been retained by CEL as part of ongoing agreement relating to monies that may fall due to The Co-operative and we reserve our rights accordingly."

 

Is this legal speak or complete crap? Do I need to be bothered? I am thinking not, but wanted to check with those who know more.

Company is a maildrop for some bloke who lives next to the Bluebell Railway. It is a method of avoiding their financial responsibilities to their creditors. CEL owe £250k of real money but only have assets of unpaid parking invoices which they are supposedly flogging off to a company that didint exist untilo the day before the "assets" were transferred. Bloke running this newco doesnt have a credit licence so will have difficulty collecting anything legally (not that any of the supposed debts are legal). The balance is in case the CoOp claim against CEL for breach of contract

D.E.A.L Have only been around since January this year so nothing to worry about. As mentioned, they do not have a credit licence as yet although they may have applied for one.

 

As an aside, DR+ do not have a licence anymore. It lapsed on the 6th of this month.

Its reasonable to assume that the only declared director is actually a nominee. With 22 current appointments and 22 resigned ones its unlikely that he does too much. The use of nominees is common amongst those PPC-linked companies that are in the Gary Wayne stable. Of course, Gary Wayne has never appeared as a director of CEL but the giveaway is that he was the original registrant of CEL's domain and, like many of the older GW companies CEL was originally registered at The Studio, St Nicholas Close, Elstree.

The sole director of CEL Willem Marthinus De Beer registered another Debt collection company shortly after DEAL popped up. Star Debt Collection again at a mail drop address.

I dont know how Mr de Beer can keep track of all of his companies. Good job most of them dont make any money otherwise he would have trouble counting it all.

Presumably his fees director's emoluments will be being accounted for by some other means. Is one of the companies an FM/Company Services outfit? Or is he the employee of one such company. With a name like his one would expect him to have a "sparkling" career.

You cant do a search for company employees, only directors and company secretaries. One of the ways disqualified people manage to get their fingers into more pies, make their aged granny sole dorector at her nursing home address and run the co from the background
