robinson way and cca for citi 'debt'

hi jus a quick question,

 

i got a letter from robinson way for a debt thay say i owe which ive never even heard of the company,

 

i requested a cca,

they jus wrote back saying they cant get one,

but, and heres the big thing,

 

they claim the debt still exists, even if they cant get a cca,

 

ok they say they cant enforce it thro the courts which i understood to be the case with statute barred

but without a cca wot in gods name are they on about!!,

 

they still say to me they want a payment proposal!!,

 

ive never heard of the company,

 

they got no cca and cant get one!!

 

and they want money from me!!!,

 

dick turpin springs to mind here!!!

 

surely what there doing is illegal
