  1. Hi guys and girls, I have received a parking charge notice through our fleet company (Global) who have added an administration fee of £36 on top of the requested £100 (£60 if paid early..) fine. The reason for the ticket is unauthorized parking out of hours, it was around 11:58pm - 12:13. I had just got a quick bit of food and pulled over in the closest car park to eat.. now I have received this fine i have revisited the site and can see very poor signage that doesn't really tell or indicate to anyone entering that the car park is not available out of store opening hours.. There is one small non-reflective sign deep within the entrance on the ANPR cameras (which I didn't notice or see in the dark..), you don't see much signage until you are quite far into the car park and there are no bollards or gates to stop entry. It really feels like they have put minimal signage to catch people out like this.. I have three options I guess? 1) pay the fine, 2) contest via their website appealyourcharge.co.uk, 3) do nothing and wait for more admin fee charges from our fleet service. I have images of the site which I will link once i have reached the criteria to be able to post. does anyone have any advice? It looks like a private firm so am I under any obligation to pay this?

Right to park in own development ("London City Island" according to lease. Paid £30k for it and MC just washed off their hands There is a clause in the lease that might make my case slightly different to the precedents that I had read: To comply with all reasonable regulations which the Landlord may from time to time make and publish in respect of the use of car parking spaces within the Parking Area I strongly believe that the regulation to display permit and getting "invoiced" for it is not "reasonable" contrary to the clause in the lease.   3. Hi - I have received a PCN for an alleged "Failing to Comply with a No Entry Restriction". It is not quite straight forward and I would appreciate any guidance please on my chances of appeal? I started my turn into a wide side road when I noticed it was a Non Entry. I decided not to enter and was able to continue my drive straight out again as the entrance to the No-Entry road is huge (width of several lanes - and hardly any traffic as it was 11pm). The front of my car would probably have veered across the double white lines across the side road, But I was able to continue to drive out the entrance - it was like a u-turn but more of a wide curve in and out of the road entrance (if that makes sense). I waited to check that the main road was clear and drove off. I did not actually drive into the side road and had no intention of entering into a No Entry road. They have sent me very faint photos - if they have video footage (they have not mentioned it), they would be able to see I turned out immediately. The PCN does say they will exercise discretion if there are mitigating circumstances, but that's not reassuring enough. What are my chances of a successful appeal? I am within the 14 days discount period. The PCN says that if my appeal is rejected I will need to pay "the Penalty Charge" - doesn't mention a discounted rate. The full charge is £130 (ouch!). Good afternoon, Am hoping someone can offer me some advice with regard to NE Parking Ltd and whether or not I should pay not 1 but 2 PCN's issued within 24 hours whilst parked in the same parking spot over August Bank Holiday weekend in August. Arrived in Blackpool having booked a hotel to stay the evening with my partner and 2 children on the evening of Sunday 27th August. I was unaware that there was limited parking at the hotel and upon checking in at 18:10 I was informed that I would need to use one of the car parks situated nearby at a cost of £12 for 24 hours. I then made the decision to park my car (at approx 18:15) on one of the few available spaces at one of the NE Parking Ltd's car parks, as it was closer than were I had initially left my car prior to checking in. I checked the payment meter and discovered that there was no facility to pay by card and it would only accept coins, to which neither me or my partner had at the time. The mistake I then made was deciding to leave my car without a ticket for a short period of time whilst I carried our bags into the hotel room and then went off in search of a cash machine or shop to get the required change for the parking meter. I managed to purchase a ticket at 18:36 only to find that within 21 minutes of leaving my car I had been issued a PCN for failing to display a valid ticket. Great! I then took the PCN off my windscreen and left it in my car with the ticket I had just purchased on my dashboard, as there was very little I could do now with it being a Sunday evening and upon trying to contact the company managed to speak with a mobile supervisor based in Hartlepool! I left my car parked overnight and returned to it around 3pm the following day to set off for the journey home. Arrived to find another PCN had been issued for failing to display a valid ticket but unfortunately the ticket had blown off from my dashboard to the side of my front passenger seat which was probably due to strong winds which Blackpool had the previous evening and day. When I got home I e-mailed a detailed letter of appeal to the company outlining my circumstances with photographic evidence of the ticket I had purchased plus receipts of my check in time at the hotel and from my purchase to get cashback from the shop. I respectfully requested that the 2nd PCN issue be cancelled due to the fact I had already been issued one and that I could prove I had purchased a valid ticket. I also requested that the 1st PCN be reduced to an administrative charge due to being parked for 21 minutes without a valid ticket. I have today received 2 letters from NE Parking advising that both PCN's were in fact issued correctly and that I was parked in breach of the terms and conditions of parking. Firstly, should I pay them for both PCN's? Secondly, can a second PCN be issued if one has already been done? Thirdly, if I appeal to the IAS as suggested by them using the same letter and evidence offered, would it help to get the PCN's cancelled or reduced? I accept begrudgingly that the first PCN I may struggle to quash, as I have stayed longer than the grace period (heard it is 10 mins) but it just seems as though I have been a victim of an over zealous parking attendant who has watched me on CCTV then very quickly issued the PCN before I returned with my ticket. The second PCN I feel really strongly about not paying because I can prove I have purchased a valid ticket but being parked near a sea front with strong winds and not being able to stick the ticket to my windscreen has made it look as though I haven't paid and displayed.   6. Hi all, Looking for some guidance regarding 5 legitimate?? (unsure) PCN s on a broken down vehicle. Scenario. My sons car broke down away from his home. He has a valid residents paid on street parking permit for his home. but could not arrange a tow . He tried one garage.... but no availability, until finally contacting an available garage 5 days later which was then free to tow and repair it . He put a note in the vehicle windscreen to advise of breakdown. He received 5 PCN's over nine days. Could anyone guide on a suitable challenge? Please. Also on legality of number of PCN's issued.   7. Hello! I got a PCN for driving my van in London without paying the low emission zone fee. I already returned to Portugal. I wasn't informed about the need to pay this fee. I didn't do it on purpose but because I didn't know at all that my van was entitled to pay this charge. I don't have money to pay. Do you know if they can find you abroad and send the letters to your home country?
  8. hi, i am a first time poster here, 5 months ago there was a death in the family, the family business had to be dissolved due to complications in the will etc, this meant my husband lost his job, his father and more, it was a very stressful time. couple this with the fact that i had recently given birth to twins via a c-section just 8 weeks ago at the time, the PCN simply didnt seem at all important and was ignored. the PCN relates to when my twins had doctors appointments (their first health check which meant 4 different appointment as this included thier first immunisations aswell), it states i arrived at 9.53am and left at 11.44 (117mins) and free parking is only for 90mins. the appointments for the twins were: appointment 1 @ 10.10am then for the second twin @ 10.30am, right after the first, the doctor were running late but i had no chance between appointments to move the car etc, i have browsed the forum a little and add some info below that might help or PCN's received through the post [ANPR camera capture] please answer the following questions. 1 Date of the infringement 09/05/2018 2 Date on the NTK [this must have been received within 14 days from the 'offence' date] 15/05/2018 3 Date received 18/05/2018 4 Does the NTK mention schedule 4 of The Protections of Freedoms Act 2012?   9. Hi Wondered - I recieved a parking ticket on 16th July and challenged it the same day. I had heard nothing from local authority so emailed them to check they had received it. I received a response 3 days later saying they had a backlog and challenge will nont be addressed for another 2/3 weeks. Is there a time limit for them to respond to a PCN challenge?
  10. Really shocked to receive a PCN today. I don't know the area and was turning left out of Leyton Road to join Temple Mill Lane. I never saw the no entry signs. I don't think they are at the right angle for motorists from my direction. I've done a bit of research on the internet as I don't live near there and can see there was a no left turn sign in advance of the junction, but I must have missed this... shouldn't there be a no left turn sign at the junction with Leyton Road and Temple Mill Lane? I'm normally observant. I don't know why I didn't see these signs, the no entry looks so clear in the criminalising photos, but I do think they're a the wrong angle. Shall I write? I only have 14 days.. . Any help much appreciated. Thanks
  11. Hi All. The SIP and Euro carpark are both right next to each other. I bought a Sip ticket on my first day parking and parked in the euro car park side. Was parked here for 5 days. Made this mistake on the Monday. Then bought 4 Euro car park tickets for 15,16,17,18 of August. I have retained the ticket for all 5 days. It's a confusing area to park. The Euro car park is on the left of the big Sip car park. This is where I parked.   12. I have lost appeals to dismiss a PCN and am now receiving letters demanding £160. I have been told they will keep increasing this fee until it is over £600 when they will take me to court and I could have to pay court fees. Is this true? My appeal is for several points of mitigating circumstances including that when parking I thought I was a patron as I was waiting for my passenger who told me he was entering the business and then didn't and that my passenger is my perpetrator and myself his victim of domestic abuse and I was forced to park where he told me as to not have done would have put my safety at risk. I can prove that I am a victim of domestic abuse. The harassment for money for this PCN is reminiscent of financial abuse I have suffered. I was going to write to them to tell them to stop harassing me and that I am not paying for the above reasons. I am a single parent on benefits due to Complex -PTSD as a result of abuse. The mitigating circumstances didn't get heard until stage 2 of the appeal process and the judge who dismissed my appeal said he could not consider mitigating circumstances at stage 2. What is likely to happen if I don't pay this. If they send debt collectors they will not find anything of value.
  13. Hello Guys, I'm new here and any help would be greatly appreciated. Over the past 2 years i have received around 35 parking tickets from UKPC, the majority of which have been issued in my work place office car park. So far i have not replied and ignored any correspondence from UKPC and their debt collection agency. Previously they have been sending all 'debt' letters separately but in July 2018 the debt collection agency have issued me with a letter accumulating the full amount (£5000+) and stating 35 tickets have been issued and that if i don't reply by 08/08/18 they will inform their 'client' to take legal action. It is now 23/08 and nothing has happened. While most people online tell you to simple ignore them as speaking to them in any capacity makes you agree to their 'terms' and by ignoring them they have no power, i have since had a colleague in the same situation for a smaller amount £1500 had a CCJ taken out against his name and his car clamped! This has now panicked me a tad bit and want to resolve the issue ASAP! I can think of two options and would like to know what is best or if you guys have any other advice for me. 1). Call UKPC and negotiate to pay half the amount over the period of a year, or something. Saying i was not the driver (cannot give driver details as i don't know who was driving on the given dates) but would like to settle the issue regardless, not accepting fault but wanting to settle this none the less. Do you think it is likely they would agree to these terms? Also how on earth do i get into contact with a person at UKPC as they have no number and hard to find someone to get into contact with! I don't want to go through the number provided on the debt collector as i assume they have no power and will request the full amount. 2). As i said the majority of tickets were issued at my place of work, if i am able to get a email on a headed page or headed paper from the building manager/security guard who is employed by the property management company who look after our office, who i assume engage UKPC, saying that there was an issue with my permit and that i shouldn't have received the tickets (along the lines of this) then forward this to UKPC. Again i have the issue of trying to contact someone at UKPC and then i can say i will pay any other tickets issued at another location but i want may void any of the ones issued at my place of work. Sorry for the lengthy post but quite a large amount of money of which i neither want to or can afford to pay. Is there any advice you guys could give me about what to do and how to get hold of a person at UKPC. Many thanks, Kyman595

I was actually on holiday and pulled in with my family to grab a snack. I received the PCN from my hire car company who have acknowledged that they have passed my details onto Euro Car Parks. As i am from Northern Ireland, i cannot go back and check the sign and was unaware of the "pay by phone transaction" as this is unavailable in Northern Ireland. I was also completely oblivious to having to pay for parking at a filling station. Sorry for jumping onto your thread but i would be very interested in any help that you are receiving from fellow subscribers.
  15. Hi All, Last year Islington Council put a really nasty bus lane * camera at the entrance to the street I parked on.. I thought I had got away without falling foul of it, as I'd used the lane several times prior to a friendly neighbour warning me of its presence, this morning I found that's not the case as my car is currently clamped for 5 outstanding PCNs! I'm not wishing to dispute the PCNs as it's a fair cop and I should have been more aware, but I would like some advice on how to handle Equita today. I called the EA at 07:20 asking for PCN details and explained that I'd most likely be submitting OOT forms to TEC; he obliged and said he'd call back, was pleasant to deal with, everything seemed OK. However, at about 10:20 I got a call from a recovery driver asking if I'd like to hand over the keys when they tow my vehicle. I called the EA right back to explain and he eventually gave me the PCN numbers, so I called Islington council to get the details and submitted my forms to TEC. I've done all I can for now, but am sat in my van and cannot leave because they've sent someone to tow it. That whole thing seemed really suspicious to me, but I can't take the risk as it would be incredibly annoying to have my car towed prior to TEC giving the EA notice to cease recovery actions. Can anyone advise? Am I just destined to spend the day sat in my van? If I were to leave and they towed it, then TEC gave notice to cease enforcement, is there anything I could do other than pay towing & release fees? *It's not really a bus lane, I just don't know what to call it. The road used to have a traffic island in the middle with two very narrow passages either side, but the council removed the island and put a wide lane through the middle. I used this lane as the passages were only just wide enough for my van and did so for about 2 weeks until a neighbour stopped me to explain it's for exiting only and pointed out the camera. From my call to Islington Council, I have EIGHT outstanding PCNs from the first 8 days of this restriction being in place - five of which are involved today.

Hello gang Looking for some advice, I received a PCN from Cambridgeshire County Council last Sunday for reason "Parked without payment of the parking charge - Code 11) I had bought a ticket for the period in question but a gust of wind it must have slipped it off the dashboard as I closed my door. I still have my ticket and I was wondering if I have a case to appeal and if there is a template you suggest I could use? I have never appealed before - never actually had a PCN before. It's for £50 but will be reduced to £25 if I pay within 14 days, which is next Sunday. Thanks for your help Jameson Thanks
  17. Hi, I have today received a Claim Form from BW legal. The Particulars of Claim read as follows: 1.The Claimant's Claim is for the sum of £100.00 being monies due from the Defendant to the Claimant in respect of a Parking Charge Notice (PCN) issued on 01/04/2016 (Issue Date) at 13:38:43 at Smyth Street - Wakefield Anpr Vcs Scheme Std (60-100). 2.The PCN relates to xxx under registration xxx. The terms of the PCN allowed the Defendant 28 days from the Issue Date to pay the PCN, but the defendant failed to do so. Despite demand being made the Defendant has failed to settle their outstanding liability. 3.The Claim also includes Statutory Interest pursuant to section 69 of the County Courts act 1984 at a rate of 8% per annum a daily rate of 0.02 from 01/04/2016 to 06/01/2018 being an amount of £12.92. 4The Claimant also claims £60.00 contractual costs pursuant to PCN Terms and Conditions. The total amount of the claim is for £100 PCN + £60.00 legal costs + £12.92 interest plus £25.00 court fee plus £50.00 Legal representative's cost giving a total of £247.92. For a bit of history, I first received a PCN shortly after the above issue date, looked into it, and opted to ignore it. I have received several more since and opted to ignore them all. I have now, today, received this Claim Form. I have yet to take any action. What should my first course of action be? Should I respond to the claim online (as stated on the form, at moneyclaim.gov.uk?). What should I then do upon doing this? Please advise as soon as possible. Thank you in advance, Card_Owner.
  18. Good evening everyone, A friend and I met up at the costa on the A40 in Greenford a few weeks ago, and we stayed there working on something for about 2 hours. A couple of weeks later he gets a PCN in the post, and I don't. Attached is what they sent him, apparently the max stay time is 90 minutes. Which is utterly ridiculous.. what if someone wants to sit in costa to revise, or work on something? These private parking companies do not have people's interests in mind and institute these ridiculous rules, and the business owners are utter clowns for allowing them to do so.   19. Hi, I am currently dealing with a PCN issued as a result of parking at Hillingdon Station. London. I parked there in the afternoon of 13th Oct, paid cash into a ticketless machine and headed into London for a night out. I received a PCN a week or so later with an ANPR image showing me leaving the car park a few seconds after midnight. I originally assumed that it was because the ticket ran out at midnight, but when I appealed it seems not. NCP asked for evidence of payment which can not give due to it being ticketless. A further appeal was delayed to a lost email when I found this I appealed again confirming that i had paid cash and the reply was that there was no record of my Reg No on their system. I have appealed again, but no reply as yet. I have since received a letter from ZZPS with a request for £160. I emailed them reporting that my appeal was continuing to which they offered me a 7 day postponement, but I have since received a further letter from ZZPS.   20. Hi everyone, hope someone may be able to help. On Thursday 20th July around 11pm we parked in a bay, alongside a few other cars. (We have parked before so were aware of the bay regulations 9-5 Mon-Fri 4 hr no return 4 hr). Part of the bay was cordoned off with red barriers, but no barriers where we parked. On Friday morning at 8.30am returned to car to find a PCN with code 21 (observed 8:06am-8:08am). Looked for a sign only to find one partially obscured by branches from a tree and attached to a lamp post not the existing parking regulation sign, was attached with cable ties and had twisted round slightly and therefore was clearly visible in the dark. On inspection of the sign it states that 'bays o/s 47-49 Addington St' are affected, I'm going to assume that o/s means outside. The erected red barriers are outside of those flat numbers numbers and we were parked further along the bay in front of a wall to a car park. Can anyone help as to whether we have a good case for appeal against this PCN. Can't seem to attach any photos. Many thanks.

Mrs deeds and friends arrived early, went for food and drinks and then watched the film, spending 4 hours & 10 minutes in the car park (all the time using the retailers who are part of the complex. The PCN states there is a maximum parking time of 4 hours, which given the film lasted 1 hour and 54 minutes doesn't leave a massive amount of time for food and drinks before/after. Do we have any possible chance of contesting this?
  22. I received an enforcement notice on 23 July 2018 for PCN issued by Harrow council on 14 March 2015. Prior to this I had not received any written communication about the original contravention as it seems that the original PCN was sent to my old home address. In July 2017, whilst paying for another PCN (issued in June 2017) from Harrow council on the website I learnt about this older PCN (from 14 March 2015). I had approached Harrow Council via email (they do not have any phone number) and enquired about this PCN. I told them I had never received any communication on the March 2015 PCN, and whether they can resend the PCN to my current address and what is the dispensation for paying the discounted amount given that I was not aware of the issuance of this PCN. I was informed via email reply that: "Unfortunately we are unable to resend to your current address. If you wish to challenge the charge please wait until you receive the Order of Recovery where you will be able to make a declaration on the grounds that you didn't receive the original charge." In regards to your question, an Order for Recovery is the next stage after the Charge Certificate. When it is issued, you can file for a Statutory Declaration form. This forms give you the opportunity to challenge the Notice." Following many email follow-ups to the Harrow Parking, I got an Enforcement Notice for the Outstanding PCN amount requesting a payment of GBP248. The Enforcement agency did not know anything about the statutory declaration form and they essentially advised to speak Harrow council. We agreed on an arrangement where I pay GBP75 and pay remaining amount over next 3 months which allows me to go back to Harrow council and challenge the original PCN. Few questions I have: 1. Do I have any possibility of challenging a PCN after the Enforcement Notice? Especially given the original PCN was never sent to me? Or should I pay the full GBP248 enforcement agency fine? 2. Can I challenge request a reduced payment of PCN assuming that I am at fault as I never got an original PCN where they do offer a discounted payment? I will appreciate guidance from the members from the forum based on your experience on this matter. Thanks for your help.

If you are unsure, please check HERE BPA I went to talk with the reception at Surbiton Health Centre, and they were not helpful. I remember the console to register the Immatriculation number was not working on one of the days I had to go there, but I am not sure it was on the 08/11/2017. The people at the reception did not want to confirm anything and went as far as to say that they have nothing to do with the parking company.
  24. Hi all, new to CAG but hoping you can help! My husband has received a claim for for a PCN over a year ago which I feel is unfair and would strongly like to contest on the basis that none of the parking machines were working on the night he parked there. I have just completed the Acknowledgement of Service online amd intend to request info under CPR 31:14 but I would really appreciate any help you can offer, particularly with respect to what I should specifically request.   25. hi, my hubby parked on our road at night when returning from work as there were no parking spaces in the 2/3 roads surrounding our house he parked outside the school on our road which has the yellow zigzags and single yellow line. we live in a controlled zone so have a permit for the road, now i'll pay this as he's on a single yellow line so is definitely a contravention but i'm just curious that as he has a permit for this particular road then can i park there or not (i'm thinking you can't park there even though it's school holidays), or could i appeal to the council on the grounds that even though they have recently turned the local area into a controlled zone we are unable to find parking hence why he was parked on the yellow line in the first place. any help is much appreciated but i'm guessing this is a pointless battle and i should just pay up.
