on numerous occasions i have informed the local authority and their agents for parking fines

that my mail cannot be trusted to my address.

 

recently i received a fine stating that i did not answer the previous letters although i did not receive them.

 

i wrote to them explaining this and i was told to use recorded or special delivery

as this is only legal way to prove that the letter was delivered.

 

and i was told by them on many occasions that proof of posting is not proof of delivery.

 

do i have any legal standing against them for the same thing?:-x

In a word, no. They are required by law to send the due notices out to the name and address of the registered keeper. If they have done so, then they have fulfilled their obligations. They will say it's up to you to sort out the delivery problems your end.

 

What stage is this PCN at?

I wrote to them again explaining that my mail cannot be garunteed and i have just recieved a letter saying that they sent the pcn for a bus lane contravention 13/10/13 then a enforcement notice on 26/11/13. This letter was delivered to a neighbour in another block on my estate and i sent a letter a letter by special delivery to explain this on the 27/1/14 wich was signed for on the 28/1/14. Today i got their reply saying i got 14 days to pay this £195.
