If this happened to me I would just contact VoSA and report this garage. They are supposed to have high standards

Notice of Appeal (V17)

'To appeal against the issue of a Refusal of an MOT Test Certificate (VT30) this form must be received at the local VOSA Office as soon as possible, but no later than 14 working days after the date of the MOT test. You must pay an appeal fee in advance which is the same as the current full MOT test fee. A list of the current fees is displayed in every MOT station. If you are submitting the form electronically, we will contact you to make arrangements for payment of the test fee. If we agree with some, or all, of the grounds for your appeal we will refund the appeal fee in part or in full, as appropriate. Please do not send cash with your application. Cheques should be made payable to the ‘Vehicle and Operator Services Agency’.

When considering whether the original test result was correct, VOSA have to make a judgment on the condition of the vehicle at the time it was tested. Whether this is possible depends on the type of fault and on what has happened to the vehicle since it was tested. Any replacement, adjustments, removal of shields or underseal, or other work done on the vehicle may make this judgment impossible. It is therefore very important that you answer question [18] as fully as possible. In the case of appeals about a test pass, we will not normally re-examine a vehicle if we consider that we cannot judge the vehicle condition at the time of test. In the case of appeals about test failures, if we cannot make a judgment because of changed vehicle condition it is unlikely that your appeal fee will be refunded.'

 

Although the OP certainly could contact VOSA to complain, it is unlikely that they would take a great deal of interest, as the evidence trail similar to that required for an appeal as above, has long gone cold. If they are having a quiet period in the local office it might flag up the need for a spot check test by one of their 'Q cars', prepared with certain faults. There would be little benefit to the OP.

Just be aware that if the disc thickness is on the limit, which an MOT tester does not test then the discs are considered suitable to go for another set of pads. So if the disks are measured at 20.5mm and the pads are on or below 1.5mm then it is acceptable to fit another set of pads.

 

Secondly, the tester can only make a judgement, the only thing that is measured is the brake efficiency so if it passes that there is no real reason to fail.

 

A classic example of this scenario with quik fit outlets is with dampers/shock absorbers. They see a film of oil on a damper/shockabsorber and condem it. This is incorrect and fundamentaly wrong as by it's very nature of design and operation you will see this. Leaking dampers is obvious, weeping, natural wear is often deemed to be an excuse to change and then they argue incorrectly that you have to change in pairs. Total rubbish now.

Tony this is because members posting here purporting to be representing companies in any official capacity are required to be given the ok from Admin to do so after providing evidence of their brief.

We have had no such confirmation here.

In any case brake kits with pads and discs are not expensive these days.
