The DVLA are basically trying to shift obligation. They want you 100% accountable even when they are at fault for a mistake. Unless they convey this the rules become completely unworkable.

 

The fact is that it is the legislation which matters and not some guidance notes which you may or may not read. The law states that you must notify them. Another law is written specifically to set out what constitutes 'notification' in matters exactly like this one. In order to work their little 'cash cow' system the DVLA have to some how circumvent the law regarding notification. They do this by sending out misleading letters implying that you have more legal obligation to them than the law actually sets out.This is the clever bit - they never actually state what the law actually says. They don't do that because people would realise that things weren't as clear cut as their biased interpretations imply - that would obviously generate significantly less revenue and cause more people to contest the allegations.

 

Check the legislation - is the conformation procedure mentioned? If the conformation procedure is not mentioned then what is the actual procedure required?
