I don't understand the premise of your argument. I would appreciate it if you could explain it to me clearly and in simple terms so that I understand. Thank you
  2. That's not a ticket on the car. It's the reflection of the sign on the bonnet - my car is particularly shinny.

So in my case, Iiwas ssued a £60 PCN on the 8th of March (the parking date) but it was never placed on my car, instead, they allege that they posted the PCN on the 13th of March and deemed delivered on the 15th. I never received this 1st £60 PCN demand. I only know about all of this through the SAR. I only received the second PCN demanding £100, which was deemed delivered on 16/04/2024 - that is 39 days after the parking incident. How does the 28 day rule apply to me then?

I did a little research and "Legislation states that postal PCNs must be sent within 28 days, unless otherwise stated in the Regulations." as per London Councils Code of Practice on Civil Parking Enforcement. The main issue is that I was not aware of the 1st £60 PCN as I didn't receive it - I'm not sure how this relates to the 28-day rule because that rule applies to the initial £60 PCN. PCM could say that "we sent him the letter by post and it was deemed delivered on the 15th of March" therefore the 28-day rule does not apply. As regards the safety of the parking attendant, that is clearly something he chose to feel and he made the decision that his safety was threatened - I didn't even see him or had any interaction with him. I'm nearly 50 and I definitely don't look aggressive
  5. OK. Thank you all for the input. I'll ignore their letters of demand but NEVER ignore a letter of claim. I'm bracing myself for the stress as their demands £££ goes up and the case gets sent to debt collectors.
  6. I have checked. No recording was triggered by the camera - I don't have loop recording, only proximity and vibration sensor triggered recording - abs and since he took photos from afar and did not physically touch my car - no recording was done.

  8. None of the photos show any ticket. Just my parking permit and a white circle that I made in error when deleting identifying data. There was no indication thar a ticket was ever placed on the car - just a message that he opted to post it instead. I have a park mode recorder, but because there was no incident in the month of March, I deleted the footage - remember that I didn't know about the parking issue till May. In any case, I'll recover the data from the memory card
  9. I would change the fact that the paper PCn was not issued at all, so it wasn't attached to the windscreen in the first place . Instead, at best, he he decided to post a PCN instead of attaching it to the windscreen, at worst, which I think is more likely - he took photos and no PCN was printed - he opted to go postal from the outset. From reading the answers above, it seems that I am clear on a technicality, namely that they posted the £100 PCn demand 1 day beyond what they should have by law, is that correct?
  11. Thank you for your reply. The issue of the PCN issuer concerned about their safety is totally of their own making. I did not see anyone resembling a warden, I attended with my wife and did not speak to anyone else at all, let alone behave in any way to give the perception that I was aggressive. I think the PCN issuer was concerned about their safety from their past experience of working at this establishment - and this is entirely of their own making. If they feel that their job to be too dangerous for them then they should leave and do something else. Now that I know the exact time, I will go and find the dashcam footage.

  14. Absolutely right. I didn't know I even got a ticket before the second PCn letter arrived demanding £100- so even the reduced £60 was not an option.
  15. That's great news. I'll upload the full SAR PDF later today- only a few photos and the two PCS, the original £60 and the £100., but what should I do now? Should I write to them to appeal this?
  16. Hi all, I have an update: I have received the documents from the SAR, including photos. It appears that I was parked in a bay with a sign that requires a permit, however the pole that it is on does appear to be behind the barrier - see photo. Also, they documented that they DID NOT apply the PCN to my car because of safety concerns and I DID NOT receive the initial £60 PCN by post- see attached appreciate any feedback/ advice, current PCN fee stands at £100. part of SAR.pdf
  17. I think there are two types of parking spot, some with permit, others without, although the website does not state this and the map on the website gives the impression that all spaces are free. The question is how can they know which space I was parked in? There was no ticket on my windscreen, and I did not receive the original NTK. Should I contact them to ask for photographic evidence?
  18. Even on their map on their website, these parking rules encompass the whole pleasure park - there is no dedicated area for permits and another for free parking as stated. These are the photos of the signs. At the entrance there is a 7h free sign. On some bays there is a permit sign. Also their official website is misleading as it implies all parking is free. I can't be certain of the exact parking bay I was in that day, and there was no PCN ticket on my car and no other evidence was provided. MAP+Signs.pdf
