  1. So all they are saying is that the permit has to be displayed. It doesn't say where in the car it has to be displayed, just that it has to be displayed. If they clamped your car while the permit was displayed then they are in the wrong.

I have no idea but given that you were offered the fixed penalty option which they have turned down you should be able to tell the court that you tried to take up the offer of a fixed penalty but due to the failure of the DVLA to get your licence numbers correct, the offer was withdrawn. Emphasise that you were doing your best to avoid using the courts time and that in the circumstances they should fine you the same amount that you would have paid on the fixed penalty, and that any request for costs should be rejected, given that you did your best to try and pay the fixed penalty. I would also google "fightback forums" and post this in their speeding section.
  3. You could write back and state that there is no-one by that name at your address and see what they do next.
  4. There is a problem with the V5 in respect of selling your car to a motor trader. It does say that if no acknowledgement letter is received within 4 weeks that you should contact DVLA. The only problem is that this bit of advice is on the tear-off slip that you have to send to DVLA to notify them! Like many, I suspect the real problem is not items going missing in the post but inefficiency by DVLA in processing them properly.
  5. It might be worth your while contacting DVLA and asking them if they have placed any markers on the vehicle record to show that you are no longer the keeper and that they have no current keeper details.
  6. Ealing are definitely one who have had problems with incorrect road markings. The Money box junctions website (do a google search on it and it should come up as the first hit) is a good one to take a look at to see their previous history.
  7. That's how Barnet Council are doing it, PCN sent out first and then a NTO. And it would seem from what the OP has said that Ealing are too.
  8. Not strictly true. Some PCN's sent out are also combined NTO's but there are local authorities who send out PCN's and then send out NTO's.
  9. Hopefully you have kept a copy of the letter rejecting your representations. If you can scan a copy of the original PCN and post it up here it would be very useful.
  10. If all that is required is for the permit to be displayed whilst parked in the car park then it doesn't matter how it is displayed, as long as it is displayed. I would suggest you write in and ask if they have any photographic evidence of the alleged infringement. If you can scan a copy of the T's and C's and post them here that would be useful.
  11. The sign says "permits and road tax required" but it doesn't say anything about them having to be displayed;-)

  14. I've only been asked once in 30 years by an insurance company to rpovide them with a copy of my licence.
  15. Contact another garage and ask their opinion. It might be worthwhile contacting an independent engineer and asking their opinion about all the work that has been carried out.

    DVLA Vehicle Licensing Online | Home When you open the link up go to "vehicle enquiry" and then enter the reg number and make. I'm not 100% sure if it will tell you if the vehicle is laready shown as scrapped but it is worth a try.
  18. It's described as a civil penalty charge notice rather than a PCN. There is no local authority logo on it and the "offence" has been manually ticked in a box. I would be very surprised indeed if it turned out to be a proper LA PCN.
  19. CPS have taken cases to court and won, but the cases they have won are not well defended. In the case of the OP, CPS have no chance of making this one stick should they take it to court.

  21. If a person has an account with an organisation, do they have the authority or legal power to run a credit check on that person at any time, or would they have to wait for particular time, such as a request for an increase in the credit limit or other similar reason?
  22. Can you scan the parking ticket and post it on here by any chance? And what council issued the ticket?
  23. If the car has not been on the highway then it needs to be sorned, which you acknowledge you didn't do. As this was not done they will also go after you for the outstanding road tax. As you are selling the car and not going to be here for much longer it could be some time before DVLA get you in their sights again. If there has been no communication for a year then it might be better to let sleeping dogs lie.
  24. I would google "fightback forums" and go to the site that comes up and post your story on there. There are a number of people who will be able to assist you there, in addition to the help you will receive here.
  25. They should be able to find the information from their own records easily. They maintain what is known as a document trail which lists every event from when you applied for your first provisional licence, including address changes, test passes, disqualifications, changes to your licence for medical reasons, the whole shebang. Police can access this information via the PNC, so it should be easy for the morons at DVLA to get the relevant information. I would write in as they stated and also institute the complaints procedure at the same time. They cock this simple procedure up time after time and it is not acceptable.
