Well, the BPA's own CoP (never mind the real law) allows a 5-minute consideration period at the start and then a 10-minute grace period at the end to leave the car park, so it's pretty obvious that the driver did not overstay.

 

Then add to that that you weren't the driver and they haven't respected POFA.  Well done on keeping the envelope.  I wonder if there is a way to "read" royal mail's barcode?

 

BTW, on the first line of the back page of the PCN you've left the registration number showing.  You need to redact it.

NTK out of time by receiving date and leaving time within the grace period set by their own rules.

 

This one would be amusing in court, doubt it will go anywhere, ignore everything (but keep it for reference) except a letter before claim then send a snotty letter.

I've just done some Googling and have discovered that royal mail's stamps will be barcoded only from January (I knew nothing about this) and that through their app you can read information in the barcodes.

 

I haven't got a clue if this would work on the fleecers' envelope but as it costs nothing to download an app it has to be worth a try.

to us...the barcode is simply details upon when the stamp was made (validation)  date info.

you cant change that so useless info.

Would the grace period still apply if the driver had failed to input the car registration in the terminal? I have not been to this place but from the NTK it appears that the first hour is free but you are supposed to put your details in?

If you were not the driver it doesn't matter the reason for the PCN. You are not liable.

PE knew that they were too late with their PCN which is why there is no mention of the keeper being liable.

As usual PE haven't said what the driver has done wrong, it's all either you did A or you did B or you did C.

 

It seems to be an overstay as they mention a 1-hour limit and the car was there 1 hour and 10 minutes, but I'm not sure due to PE's incompetence.

 

On the bowling alley's website they've written: TO RECEIVE FREE PARKING PLEASE ENTER YOUR VEHICLE REGISTRATION IN THE TABLET ON RECEPTION ON ARRIVAL.

 

Can the driver not tell you what happened?

 

Also on the bowling alley's website there's written IF YOU HAVE ANY PROBLEMS AFTER YOUR VISIT DO NOT HESITATE TO CONTACT US.  There are a lot of businesses in the area but from Google Earth it seems that they have their own car park so it'd be worth the driver getting onto Let's Go, laying it on thick about being a genuine customer, and demand they cancel the ticket  letsgobarnstaple@hotmail.com

Great suggestion FTMDave, I emailed let’s go superbowl, they asked me to email a copy of the NTK & within an hour emailed to say the charge had been cancelled.

That is good news  You were in no danger of losing in Court if PE were stupid or greedy to even take you there ,(they are),but at least you have been spared the threats from their rubbish debt collectors.
