went into Nottingham town today

 

 

parked on the road

 

 

paid the fee and walked into town.

 

 

noticed a car had a ticket on the window thought that's a nice Christmas box for someone.

 

 

when I came back saw he/she had another on the window

 

 

so being nosy looked in the window to see if he had a parking ticket

 

 

and they had but it had run out nearly 2 hours ago.

 

so is this legal? and if so how how many tickets can you get in one session?

One per day per contravention. The car might have been there two days, or the second one might have been put there by someone else trying to dump it on them, or they might have driven off then come back, thereby committing a second contravention, etc. It's impossible to know, but very unlikely it's what it seems.

There are many reasons the second could be because the contravention had changed, eg from being in a bay with no or expired ticket to being in a bay where no waiting is allowed, the first may have been incorrectly issued (wrong code/location etc) and another CEO noticed and issued another correctly,. Its impossible to say without knowing the full story but its not unlawful and its quite common for drivers to leave a PCN on the screen or even place an old one on the screen to try to avoid getting booked however it rarely works as most CEOs would remember having not ticketed the vehicle when they see it as most are assigned a specific area for the day.
