Both of the claims I've submitted so far have been completed manually and handed in at Clerkenwell County Court. At the time they said to allow 7-10 days for the papers to be served.

One claim has been served and acknowledged but I had heard nothing about the other. I rang them today to find that it had accidentally been assigned an old case number and rejected by the bulk clearance centre. It had been returned to the court and when I prodded them, they managed to find it on the desk of one of the clerks who has gone on holiday!

Moral of the story: If you submit a claim in this way and haven't heard anything for 10 days, then ring them and make a mild fuss until they sort it out.

Yes, I'm afraid that many of the County Courts are very inefficient.
