So, are they saying the post office opens up all the tax discs and haves a read and then checks with DVLA who has their name on the log book before they will deliver.

Sounds like waffle to me.

The tax disc would go to the address on the V5. If it was returned by the PO, then it would only be because the postman decided the name and the address were wrong. It can take a week or so for an address change to filter down to the Disc issuing department, however how they expect you to claim a refund for a dsic you never received seems unusual unless they say it is 'lost'?
