Hi there,

I am finding myself in a sticky situation, something which i have no idea how to deal with and whom to turn to.

I was hoping if you may have some time to please kindly point me in the right direction.

My husband is eligble for the 95% discount rate for the congestion charge zone. This he paid, there were no problems with this. He then purchased another car and requested for a transfer to be made from the previous car to the new one. He sent copies of documentation and also paid a charge of £2.50 towards the transfer cost. ( to the congestion charge zone offices)

We have email confirmation of this £2.50 accepted by the congestion charging. Today a bailiff turned up demanding payment for 16 PCNs totalling to the amount of £8000. They are all for the congestion charges. I explained to the bailiff about how we have paid for the discount rate and transferred it to the car in question. He called his office and the congestion charge section who deal with the bailiffs. And they curtly informed me, they had never recieved documentation for proof, therefore they had disbanded the transfer.

I was told further they had written to us on the 6th of july 2007 informing us of proof not recieved by them. To date i have not recieved anything of the sort from them. When we paid for the transfer charge, the congestion charge section emailed over the invoice for the £2.50, and i asked them why they did not inform us via email, that they had not recieved the required documents.. I tried tiredlessly to talk to the bailiffs and the congestion charge people, but no one seems to be willing to help. The bailiffs clamped the car and towed it away as much as i protested and pleaded with them. I called the courts, the section of traffic enforcement, i was advised to fill in some stat decs and send it to them. This i plan to do in the morning. However i am unsure, if i can do anything else, im seeking advice and it seems nobody can help.

Your time taken to read this is much appreciated.

This is terrible - poor you.

Do you ahve a local councillor who can help intercede on your behalf?

All help is merely my opinion only - please seek legal advice if you need to as I am only qualified in SEN law.

They should do - that's part of what you pay your council tax for.

It's certainly worth a try - make sure you take all of your documentation with you and see if you can get an appointment. Definitely fill in the stat decs this morning too.
