  1. Hello all, I desperately need some expert help. Two days ago I was given a parking ticket code 25 for parking in a loading bay in East Street Bromley. The loading bay in question had NO markings on the ground only a sign (which I didn't see as the parking bay is at the end of a row of parking bays and sneakily made to look just like a parking bay) to say Loading bay. The sign they used is a variation of 660.4, which I have checked and is correct. However this is where I need help; The TSRGD guidance on using sign 660.4 states that it can only be used with the road markings conforming to 1028.3, 1032 (both of which whereby it should say LOADING BAY/ONLY written on ground) and 1033 (where it doesn't need any wording on the ground due to narrow bays). I cannot attach any pictures yet but feel free to email me [edited] and I will happily send the images to you of the bay I parked in. The painted marking do not appear to be any of the above, in fact they look to be 1028.4, which if that's the case then is the sign 660.4 allowed, or should there be written on the ground LOADING BAY? Have I got grounds for appeal due to Bromley incorrectly using the sign 660.4 with road markings 1028.4? or have I made a mistake? This really is very confusing Thank you
  2. Hi, I parked my car in a pedestrian street that allows blue badge parking but received a PCN for being “parked in a restricted street during prescribed hours’. I contacted the council to make an informal appeal but they’ve just replied saying the PCN is valid as I’d been parked for more than 3 hours. I wasn’t aware blue badge holders can park in no waiting areas (I thought they were treated the same as no stopping areas) so I only parked there because there was a blue badge sign. I thought this overruled the no waiting sign and meant I could park for as long as I liked as there were no yellow lines on the road or anything else to indicate any restrictions.   3. hi all. I hope you guys/gals can help. I have received a letter from the tax office threatening to change my 2015 tax code to pay for some self assessment overdue amount that I believe i do not even owe, as ive only been working since febuary last year and this over due payment is due from 2013! I have never been self employed, however i did let a friend use my bank account to have his wages put into whilst i was on job seekers as he had split up with his wife and they had a joint bank account to which he needed his wages to not go in to. i do remember signing off of the dole a while before i started working because i was meant to be starting full time work, employed, however about 2 weeks in they used their probation period to get rid of me, and DWP wouldnt let me sign back on, i ended up homeless for about 3 months, until my girlfriends mum let me live there, and due to her working she supported me and my girlfriend. due to her support i never did sign back on as i was angry at DWP for making me fill out all of the forms to then shoot me down. the problem now is that HMRC are trying to say that i was self employed and haven't filled out a self assessment, now i've been looking into self assessments and im being charged interest for not filling them out as well. does anyone know what I should do because i've posted 2 letters to them over the last 6-7 months saying that i've never been self employed and that ive only been in my job for just under a year and i've never received a reply back from them. thanks in advance.   4. Hello All I hope you can help. I recently received a PCN affixed to my car for an alleged Code 27 offence. i.e. 'Parked in a special enforcement area adjacent to a footway, cycle track or verge lowered to meet the level of the carriageway.' I want to contest this on the basis that 1. The signage around this area is poor and unclear. It certainly was not clear to me that parking was prohibited as there was no visible warning signage and it was a single yellow line. 2. I have parked (never more than 20mins) at this very location, always AFTER 18:30 several times in the past, over many years and never been ticketed or warned not to do so - not even by other motorists or passers by. I think this is worth contesting as the signage seemed unclear to me as well as observed usage over the years. The borough is Enfield.
  5. hi, i parked in a permit holders only bay for which i have a permit and there was a pole stating this right next to my car. next to the bay i was parked in was a disabled bay which had it's own pole with notice on it but also had a parking suspension notice on it. naturally i assumed that the parking suspension was for the disabled bay as the bay that was actually suspended had a pole right next to it which was about 2 feet away from the disabled bay pole. the suspension notice reads as follows: I******** road suspension of 1 car parking space side off 129 U**** Lane (not disabled bay) on 13/03/2014 to 19/03/2014 during the the hours of restricted parking for UKPN (i have no idea what that is) contaveneing vehicles subject to removal my first annoyance is that why wasn't the suspension notice on the correct pole which was 3 steps away from the disabled bay pole as i didn't even look at the disabled bay as i had no reason to i checked the board where i was parked and there was nothing untoward so i parked. secondly the section i parked in, the bay runs along three car lengths maybe even four along the side of 129 U**** Lane nowhere in the notice does it state exactly where the 1 car parking space is suspended it could in my opinion be any of the 3/4 spaces. should the notice not have stated bay adjacent to disabled bay or first parking space after disabled bay to make it clear exactly which spot was suspended? your help is highly appreciated as through your expertise i have won two appeals i think. thank you very much.
  6. I am am preparing an informal representation in response to a PCN. In retrospect, I've tracked down the evidence that supports the issuing of the PCN, but I believe I have a case to make. My mother and son live on a housing estate that is managed by a housing service. Although she is not a driver, my mother regularly buys, in person, 1 Calendar Day books of council issued permits for her visitors. When my son purchased his first vehicle, we used these council issued visitors' vouchers for parking on our estate (a temporary measure). BIG MISTAKE, as it turns out. When the first PCN appeared, we read the wording to mean that the permit was not clearly displayed. When the SECOND PCN was issued, our queries revealed the bigger context of the contravention. A Hackney Council permit is not valid on Hackney Homes managed land. This should be made more clear to everyone at the point of purchasing permits of either type. Can I appeal on the basis that the 'seamless and fair'* estate permits and enforcement service being offered to residents living on our housing estate, by Hackney Council and Hackney Homes is confusing? After the event, the resident parking signage is evident, but we were convinced that a council permit displayed on the vehicle kept us, as residents, within the law.   7. Just found this in the post. Exact wording: "26: parked in a special enforcement area more than 50cm from the edge of the carriageway and not within a designated parking space." The use of the term "parked" is sort of confusing me. I had to stop for 2 min in order to pick up a passenger. I never left the vehicle, the engine was always running. Also there is a major gap between the date of contravention and the date of the notice, 55 days to be precise. There are no road markings or signs on the road btw, not even parking bays.   9. Help please. I have a blue badge and parked in what I thought was a legal space. It was a sunday and parking restrictions are lifted all day. I returned to find I had a PCN contravention code 12. " Parked in a resident's or shared use parking space without clearly displaying a permit or voucher or pay and display ticket issued for that place". I had missed the sign saying permit holders only. There were 2 permit holder spaces and 6 pay and display spaces.The pay and display machine states that payment is required Mon-sat in permitted spaces. I challenged the PCN and it has been declined stating that as a blue badge holder I should know where I can park. I accept that if the wording had said "parking in a permit holders only space " I would have accepted the PCN. I am confused by the wording. Could a pay and display and ticket have been purchased ?
  10. Hi Lee I hope you pick this up today because i want it resolved ASAP! Ive waited long enough and was told I should have the unlock code in 7 days... I requested an unlock code for the new HTC One M8. I originally confirmed i was happy to pay the £20 unlock fee when i made the original enquiry to Customer Services. Since then I have had 2 emails asking me whether I am happy to pay £19.99 for the code and to confirm in email. Please see the email trial below Lee, I respect what you do and you are probably the best at VF compared to what I normally deal with. IMHO this is to be sorted ASAP and I'd like this expedited. Other firms have offered to unlock the phone cheaper and quicker than you after enquiries last night. Ive already confirmed im happy to pay the charge... But your staff dont seem to beable to read my confirmation I am happy to do use this. [#6562881] is your ref.

As from 1st February 2011 those Log Book Loan companies that are members for the Consumer Credit Trade Association have to adhere to a new code of practice, this new code of conduct covers debt collection, enforcement of arrears and innocent purchasers of vehicles with previous log book loans attached. Log Book Loans Code of Practice 5. THIRD PARTY PURCHASERS 5.1 Members shall afford innocent purchasers of vehicles, that are subject to a Bill of Sale, the same protection as afforded under the Hire-Purchase Act 1964 Part III - „Title to Motor Vehicles on Hire-Purchase or Conditional Sale‟, but only insofar as title shall transfer to the innocent purchaser in the event that the Member failed to register his interest in that vehicle with a relevant Asset Finance Register Company within 24 hours of execution of the agreement. I am in receipt of occupation pension and have been for some time, Ihave received some jsa this year, and still registered as self employed, I filed my sel assessment fot last year, but no earnings and same, for this current tax year I will still be below the personal allowance threshold when you total occ/pen & jsa and my pension is now having basic rate tax deducted, In the past I have had this code with no problems can any one shed any light on why this is happening..?   13. Hello all, I can do with some good advice about the above mentioned PCN. It was on Lymington Avenue N22. I parked (with legitimate Visitors Permit) well away from the immediate vicinity of a displayed suspension notice attached to a pole...about 25 metres away, only to return and be faced with a PCN on my car. I accosted the CEO and asked him why. He said the suspension affected the whole length of the street. Upon reading the notice I realised he wrote the MAKE of my car to be a Ford. Though he got the reg number, colour, and excise date right, my car is a Kia and not a Ford. My aim is to challenge and request cancellation, in that the notice was deceitful and set as trap for motorists who assume the notice only affects the immediate vicinity, and the fact he was not wholly referring to my car. Hi everyone my partner got pulled for a defective light and whilst stopped also got done for having no insurance ( he had domestic and social insurance and not commercial which apparently he needed) I have the fine to pay here but the offence code written is 608(a) and its not recognised when I try to pay the fine.. if they have written the wrong code is the ticket still valid?   15. I have had a total nightmare with BT, so much that they have agreed that I can leave without incurring penalty charges for breaking contract. I currently have BT Infinity fibre but want to move back to broadband. I was given a MAC Code yesterday by a BT manager and tried to use this with my new provider. Problem is that it begins with the letter O but surely all MAC Codes begin with L ??? I had a look on Ofcom's site and its states that MAC Codes begin with L but what about if you have fibre - will it be different or should it still start with L ?? I have read that BT give out invalid MAC Codes so don't know if this is what they have done to me. any help appreciated

Public authority use of surveillance cameras will be subject to a new code of practice published by the Home Office today. The code will set out new guidelines for CCTV and Automatic Number Plate Recognition (ANPR), encourage transparency in their use and ensure public bodies such as local authorities and the police consider whether they are proportionate before erecting new cameras. It follows Andrew Rennison’s appointment as the first Surveillance Camera Commissioner last year. The commissioner’s role is to encourage all operators to comply with the code, review how the code is used in practice and provide advice and information about it. Surveillance by consent The principle of surveillance by consent is at the heart of the new legislation – meaning the public can be confident cameras are not there to spy on them but to protect them. Minister for Criminal Information Lord Taylor of Holbeach said: "CCTV and ANPR are crucial tools for cutting crime and protecting the public, but for too long we have seen these systems grow without proper oversight". "Through this code - and with an independent commissioner - there will be a framework in place for the first time that helps police and local authorities in the fight against crime and anti-social behaviour, while reassuring the public that cameras in public places are used proportionately and effectively". The surveillance camera code of practice, which has been laid before Parliament for approval, is part of the Protection of Freedoms Act 2012.   19. Hi, I received a PCN from TFL today of the following alleged parking contravention. 99 - Stopped on a pedestrian crossing or crossing area marked by zigzags. I am a fairly new driver, only driving for 7 months, but I am quite confident as I have driven into and through London several times before without any problems. I was picking up some friends and family and driving them home. It was a normal journey so I have no recollection of it, so I don't know if I stopped for a valid reason, but I do know no one got out/in the car and we didnt stop for any longer than 10 seconds, if we did. My engine was running the whole time. Am I forced to pay the fine, or is there a way I can appeal. Thank you.   20. Hi hoping someone can help with this I have been informed by my council that pcn code 19 is for off road parking ie car parks' but the information I find on the PATROL web site says its for on road. Who is right or can councils decide them selves? Thanks for any info
  21. Hello Guyz, I am new to the forum and decided to join this forum to get some help against recently issued PCN. I recently parked my car with one wheel over a footpath. On this road, parking with one wheel on the footpath is allowed but only within marked space. Also there is no parking allowed between Monday to Friday from 8am to 6:30pm. On that road, people often park their cars with one tyre on the foot path. On the day, I was not sure if I was allowed to park there so I parked my car with one tyre over a footpath. I got out of a car to check the parking restrictions and realized afterwards, that I can only park on footpath within marked space. As soon as I realized it, I moved my car. The car was moved within 3 minutes of parking it. You can also see me in the background checking the parking restrictions. I really can't afford to pay the PCN so can you please help me appeal against PCN. Do I have any grounds to appeal?. On the basis that I only got out of the car to check the parking restrictions and moved my car withing three minutes after checking the parking restrictions. Or on any other basis? I have attached all relevant pictures and PCN as well. Any help will be much appreciated.
  22. Hi, I am a regular user of the ringo service in Milton Keynes. Do to some delays I arrived late and booked 24 hours parking using the ringo app. I arrived back to the car at the end of the day confused why I had a ticket on the car. When I looked at the ticket I had parked and used the other registration in my ringo account. As soon as was reasonably possible circa 5 hours after discovery of the ticket I wrote an informal appeal to the email address listed on the PCN. I included evidence of being a regular user (ringo screen shots) and the details showing I had paid for parking on the day concerned but with the wrong registration. I had a rejection notice from the council about 10 days later. The car is registered in my wifes name and today on schedule I received a notice to owner. I totally understand that I made a mistake and failed to use the correct registration but I did pay in full. I feel that based on the contravention code 11 and it's description - I should appeal on the basis that I have paid a parking charge and I have the evidence albeit with the wrong reg. Does anyone have any experience or comment on this that may be relevant or useful? Regards, Richard
  23. came from self employment to unemployment then in aug got work for agencey driver hirein aug 2012 i earnt £4883.36p to dec 2012 tax code was 810l/x. changed jobs dec 2012 to present gross income £6,000 to end of tax year.tax paid £1204.00 ni paid £344.64. tax code BR .so far this year tax paid £488.00 nat ins £137.52 to date 31/5/13. tax code still BR.married with 3 children under 16 yrs no other employment apart from stated here.why am i paying tax on everything i earn.seem worse off in work to be truthfull.any advice please would be helpfull to me.
  24. My daughter received a pcn through the post as it was reported that she had been observed by a camera car stopped on a zig zag outside a school, penalty code 99j. She hadnt stopped as such, she was giving way to an oncoming vehicle as there wasnt room to pass due to cars parked further up the road. Common sense would dictate that no offence has been committed otherwise every time you stop to let people across a zebra crossing you would fall foul of this. Other than stating the obvious any advice on what to write in the appeal.
  25. At my place of work we were recently given a document called "code of conduct for healthcare support workers and adult social care workers in England". We were told that these guidelines apply to us. The link is below: http://www.skillsforhealth.org.uk/component/docman/doc_download/2246-code-of-conduct-healthcare-support.html My concern is under section 1 called be accountable by making sure you can answer for your actions or omissions There is a statement which reads: 2. always behave and present yourself in a way that does not call into question your suitability to work in a health and social care environment. For me what type of offences, committed outside of work, could be deemed to make you unsuitable? I'm happy that things like theft, assault and the other obvious things which would preclude you from working with vulnerable people BUT I see this as a very broad spectrum of things that could be used as an easy way to dismiss a member of staff who has committed an offence. For example, a person who does not pay a parking ticket. Are they unsuitable? Where do you draw the line here? This is a very worrying way to threaten staff.
