One thing about the email that jumps out us 'kindly pay' Much like spam/phishing emails I've received from people who's first language doesn't appear to be English -
According to citizens advice page on refunds they have to refund delivery but not return delivery and not extra if you paid for quicker delivery

Why bother, if they were impersonating you they hardly gave their real name over? That aside data protection means they cant send you anything as you've already Said it wasn't you.

Just tell the DWP she has epilepsy snd get a GP letter to confirm if they push it. I wouldn't be paying for a licence knowing it'll be refused.
