err, why wouldn't you declare all of your claims and/or driving convictions - as you are required to do? Why would the same as what you say, not also apply to buying a policy via some other route - that is to say, not declaring your past claims may also cause a subsequent problem? -
Since it is a cash penalty that is being enforced by the courts, it is perhaps at least a defacto fine. Even if it is in no way 'a fine' and the Daily Mail is stupid, that doesn't help people much if they are still forced to pay it.

since I got Continental puncture resistant tyres about 8 months ago, I've only had one puncture on a daily commute - that's down from about one every month or more. That isn't tubeless though

You'll have to decide for yourselves how legit it is that he needed steroid injections. When Sharapova took a once 'legal' med that was banned, the press made out it was a form of cheating from the start (as well as she took it a few weeks after it was banned). -
Sorry to be a cynic, but they will very likely put a sign up saying 'cyclists dismount', so then any accident a cyclist becomes his 'fault' for not getting off and walking at that point. Thinking about that though, surely it is the same as a 'no cycling' sign - so what is the 'cyclists dismount' sign really for?
