Would it be a good idea to have a stickied post of successes/failures with parking tickets so that people can gauge which 'excuses' are accepted in these situations?

True, but let's see if you can get another copy (or even the first copy) of the NtO. More often than not, these are incorrectly issued and they can be appealed when you make representation for "there was an improprietry on behalf of the issuing body" or similar. Get a copy of the NtO and post it here.

Probably best to post the PCN and the appeal rejection up here. No doubt there will have been some impropriety on behalf of the council which is enough to get it thrown out anyway. However, if she was in a bay and not on yellow lines, then she shouldn't have to pay anyway. Were the lines properly marked out? Were the yellow lines also properly marked out? Has she recieved a NtO yet?

Another point is that the ticket states that "you" are required to pay - which is of course, presumptious as they cannot possibly know that it was "you" that parked it there. If this were a council issued ticket, that is usually enough to get the ticket quashed.

Generally, the NtO won't be worth the paper it's written on - the vast majority of parking cases can be thrown out on the incorrect issuing of the NtO if they don't listen to reason or use common sense. This does mean a gamble on your part - whilst I have not yet seen a correctly issued NtO, this doesn't mean that they don't exist, if you wait for your NtO then you lose the option of the discount, so the call is yours. -
