No, overdraft interest is not a penalty. It is a payment to the bank for allowing you to borrow money.

The £xxx is the interest that the bank has charged you on its unlawful penalty charges. For example if the bank charges you £35 for a bounced transaction this charge is almost certainly unlawful. If so and it simply adds to your overdraft then the bank is going to charge interest on it and you should be able to get this interest back. I don't know if anyone has come up with a simple way of calculating this.

Abbey are will known for the sudden cancellation of the overdraft trick. It doesn't have any impact on your claim but it should make you angry and motivate you to pursue them for recovery of their unlawful charges.
