Hello

If a resident does not have parking facility on his road because there’s restriction in place and parks in an immediate side street near him (nearest side street/road),

This side street becomes a residential parking scheme and permits needed to park; will it be possible to apply for a permit to park, if not resident on that street?

You usually have to live inside the boundary of the zone, so it depends whether your street is inside or outside the zone. Check with the council to find out. If it's inside, I'd expect you would be entitled to apply for a permit. If not, then you wouldn't.

i thought you had to live on the street to get the residents parking permit.

BTW its only the one street with permit restriction rest is ok

If the 'zone' is just one street, then you almost certainly would have to live on that street. Most residents schemes are much larger than that. Nothing to lose by still enquiring with the council though.

It really depends on the location, some schemes allow permits for residents on the edge of the scheme to park inside the zone if their street has no parking, eg the road is a busy red route dual carriageway and they have traditionally parked in side roads.
