Can they issue you a ticket while you're at your car?

Was dropping off my mom at the coach station.

 

The coach was leaving in a few minutes so I park opposite the coach on double yellow.

 

Traffic warden run towards the car and tell me to get going.

 

I said let me just unloads the suitcase and I'll head off.

 

He refused and started writing the ticket.

 

It took me less than 15 seconds to drop the suitcase and I went off.

 

Bear in mind she was carrying 2 suitcases 30kg each with my autistic sister.

I was furious that I couldn't help her carry it across the roads.

 

I know he is just doing his job, but till this day I still see him on the street.

I'll never forget the look of his face nor the way he sniggered at us and say he doesn't care.

 

my question is can they actually issue you a ticket while you're sitting inside your car?

 

Whether engine is on or off.

Isnt unloading for tradesman etc only? Or for goods to a store? not suitcases for a coach?

No. Anyone can unload on double yellows and also let passengers alight, and assist them if they need it - all of which was apparently taking place. It depends how long the vehicle was there, and what the driver was doing during those minutes, but it could be grounds for appeal.

 

These days they can serve PCNs by post, if the CEO is prevented from attaching one to the vehicle because it was driven away. So you will probably get one in the post. You may as well try an appeal - nothing to lose.

There certainly is nothing to lose. Just be aware that it is likely they will decline the appeal. Remember, parking is a HUGE money maker for councils, which is why you see more and more restrictions everywhere.
