1. Yeah that's pretty much it. I'll post up a redacted copy of the letter tonight.
2. I received another letter from DPR, a Notice of Intended Court action letter. Once again, do nothing?
3. I didnt get a rejection letter but I (my mum) did get a Debt recovery letter and they've very kindly increased the amount to £149. What should my next course of action be?

5. I will do tonight, at work at the moment and I dont have it with me. But the NTK certainly says that they are members of BPA.
6. Thanks ericsbrother. I've sent in an appeal using a template letter from another site. Here is a copy of the template: [template removed please do not publish un approved templates in the open forum - dx]
7. I found this It states: " since the event occurred in England/Wales PoFA does apply, as does the independent appeals systems. However, since the motorist resides in Scotland/NI the claim would have to be pursued through the Scottish courts. Since the Scottish courts do not recognise PoFA, then they cannot rely on it to claim keeper liability. As such, we have never heard of such a case being pursued to court. A motorist could therefore either follow the appeals process, or ignore completely." ericsbrother, what do you make of this? I know you said for my mum to appeal, and say "As the vehicle was permitted to park there by the action of the employees present then no breach of the conditions have occurred. ", but there were no employees at the car park, just 2 unmanned ticket machines. Does this matter? I really want to get this right, as I actually do feel the penalty is unfair given that I would have paid had I been able to. Oh, and the link: http://www.parkingcowboys.co.uk/scotland-and-northern-ireland/
8. Actually it says "Parking Charge". Just so I'm clear, the recommended approach at this point is to do nothing...dont contact them, dont acknowledge them, as if they did try to take my mum to court as the keeper of the car, NI courts dont recognise the POFA and so won't hear it, and if AS cant take her to court as the owner and dont know who the driver is, there is nothing they can do?
9. I dont have the letter at hand at the moment, but perhaps it said "penalty notice". I'll double check tonight after work to confirm that. Thanks.
10. Yeah my mum is resident in NI too. So the advice is to do nothing at this point to see what happens?
11. No they dont know who the driver was. the NTK basically says pay the fine or identify who was driving. My wife and I are both named drivers on the insurance so in theory it could have been either of us and my mum wouldnt know which. I guess I (my mum) needs to write to them?
