I thought this too but on the website it said: Successful challenges If your challenge is accepted or the PCN was issued in error, it will be cancelled and you will not have to pay. If we reject your challenge at the full rate you will have to pay the full fee (the amount will not be discounted). Rejected challenges If your challenge is rejected you will be sent details on how to take the appeal to an independent parking tribunal. This will be conducted by the Environment and Traffic Adjudicators (ETA) who are legal adjudicators. They will reassess the case, either at a personal hearing or by post.
  2. Hello all, I received a PCN on Saturday from Harrow Council. I had parked on a single yellow for a total of 10 minutes as I was not feeling well and just needed to use a bathroom quite desperately. I’m not one to take chances but genuinely didn’t have time and the parking sign was hidden in the trees. I didn’t actually see it till I had come back and noticed the ticket. I was wanting to appeal it on the grounds of goodwill. However, im unclear as to whether if I go ahead with an informal challenge whether I would still get the reduced rate if rejected. I also am not sure whether it is even worth it. Please could you advice.
