  1. I am really hoping someone can offer some advice. Last week my husband and I were served with a noise abatement notice due to our dogs barking. At first, the council would not tell us the time/date of the visit. Eventually we were told when it was. We had a letter at the back end of last year from the council stating they had received complaints. We told the Council of the steps we had taken, such as leaving the dogs in the hallways when we are out (we are end terrace and the hall is not attached to our neighbour). We have also paid a considerable amount to a dog trainer. We have put an opaque film on the windows that the dogs can see through so they can no longer see passers by. We have invested in bark collars (didn’t work), calming collars, calming supplements, leaving the radio or tv on etc. It turns out the day the council called was the one time I had gone out to hairdressers (first time in six months!) Our neighbour has called the council when seeing me leave I imagine, as they confirmed to my husband that she knew they were coming. It is rare for me to leave as I work from home and due to the previous complaints I don’t leave the house other than the school run. We were having a driveway done at the time but the council are adamant there was no builder present. Luckily, one of our other neighbours has cctv and you can clearly see the builder turn up and work on the drive (I didn’t know he was coming that day else I wouldn’t have gone out). What was also on the cctv was our neighbour, coming out of her house just before the council arrive, and shaking our wheelie bins on front of our drive . She then gets in her car and drives up and down in front of our house a few time. Gets out of her car, shakes our wheelie bins again. This is clearly to antagonise our dogs before the council arrive. The council aren’t interested in the cctv, but what I want to know is do I have a chance of appealing this, given my neighbour was deliberately antagonising the dogs? And the council have lied (twice) by saying there were no builders present?
