Sorry to be dim, who is TEC?

Is there any appeal i can make now, as i had no idea about this?????

Outside of a school in the morning, quite feasible that it was my daughters school. As i explained though to the council, if proved we were quite happy to pay the penalty but had no idea it existed.

I have spoken to them , and they gave me dates, but did not recieve anything from them. They now refuse to anything regarding this. Been told to pay it or get legal representation.

We had a bailiff visit here, requesting £400+ regarding a parking ticket, that we had no idea about. He wanted to clamp the car, but partner was able to blag he was going to get money and didn't return. Now we don't know what to do, Chelmsford council have told me we have to either pay him or get legal advice and northampton won't give me any advice. Can someone help me, and tell me what steps to take next pls Thanks
