This is a ICANN rule, see ICANN | FAQ for Domain-Name Holders. It looks like whatever agent you go with you're going to be unhappy. Also, they won't want to pay the registrar for your domain registration only to later find you have you attempted a chargeback or discover that fraudulent card details were used to pay. How did you get on with that chargeback anyway?
