Here's my experience of UK Parking Enforcement Agency: Went to the Royal Free Hampstead because I was severely depressed and suicidal. Was told by the doctor to move my car to the hospital car park and they would tell them not to ticket my car. They did anyway. With the help of the hospital I got the ticket cancelled. UKPEA confirmed in writing that the ticket was cancelled, but continued sending threats of court action and baliffs and black-listed me. Have finally got a miserable excuse of an apology. If you need to go to hospital make sure UKPEA don't patrol the carpark !
